We were wondering if a Group can exist without a Group Manager. This will have implications when removing a user from a group or changing a user's status.

Yes, groups should not need a group manager assigned. A group manager is only necessary when the Notepad is activated, and the group manager is needed to create and edit user credentials for the group. At least, that's the way it's setup currently in ISLG. However, if we need to make the change I suppose that's Ok. We just have to ensure that the changes take into consideration the problem of migrating through existing groups in ISLG (assuming the same design will apply there).
