Ability to add a paragraph number with an ID tag but no text. I'd like to add paragraph 3 with a paragraph ID tag 3. However, I am not able to enter this unless there is text.

Does the application give you an error when you try to do that?
It should be fine to leave the text box empty.
Note that I did find a bug, where clicking on the Label "extract" button will crash if there is limited or no text. I will fix this.
When I tried yesterday I did not get an error message. Nothing appeared in the HTML output when I added a Label without text.
I'll try again tomorrow and see what happens.
