Footnotes appear between sub-paragraphs. See paragraph 17 and 46.




Is there a way for me to control where the footnotes appear when using your converter tool? 
Or is there a way to tweak the converter tool so that it knows not to place footnotes between paragraph ID tags that are subparagraphs?  In other words, it should wait for the next "full" paragraph number.

I think that we want to have both features implemented:
  1. Give you the ability to change the order of blocks: this way, you could slide the footnote block lower, after all subparagraphs.
  2. Put more "smarts" into the tool, so it automatically put the footnote after all subparagraphs.

#2 is probably easier to implement first.

I have implemented solution #2 - the tool will now put the footnote after all subparagraphs.

This will be available to test this week in the next release.

Note that I had to do quite a few changes in the area of the code generating the footnotes, so please let me know if you notice anything unusual in terms of footnote generation.
