I am not able to link the following Footnotes.  I get this message:

Footnote20 (see para6.4).  Footnote20 is linked, but I was not able to make it superscript.

Footnote20 under block properties.  Maybe the ID issue is preventing the footnote font from appearing properly in the HTML.
