Further to the video below, the tagging application on the admin site needs features that allows the admin user to easily identify and browse through the tags that have already been inserted into the document. Melissa could you please review, and propose design requirements for this purpose. The requirements should include the ability to identify what tags have been inserted by highlights in the table of contents and tag directory, and by browsing through the tags, similar to tag browsing found on the front-end.

Note that these changes can be made post-prototype.
