We encountered this issue during UAT for ISLG. It was determined that there is a technical issue that prevents is from both searching existing lists and adding new list options within the same field.

To solve the issue we created separate input for creating new lists within the UI:

Ok, Melissa . Does that mean all meta fields need to have a defined list?

Yes, dropdown fields need to pull from lists.
