Delete or Archive Groups

We are in the midst of adding bulk action functionality to the user management area and it has uncovered some issues with how we are planning to handle groups.
In recent discussions we have determined that you should be able to delete a group. In doing so the admin would have to choose if the associated users should be:

- moved to another group
- kept as orphans
- deleted along with the group
However, since we had previously determined that only archived users should be deleted, option three above would not be valid.
Instead, should we say that groups can be archived? The options would be:

This makes sense given that archived users should maintain a relationship with their applicable group and deleting a group would also delete the record of the relationship.
This also raises a question of whether or not we should introduce a status on groups.

- Not active (expiration date has been reached)
- Archived
Giving admins the option to update status at the group level could be valuable.

This makes sense. Given the number of users that might be created through the group manager feature (e.g., Dentons group currently has 179 user accounts assigned to it). It makes sense to tie the group's status to the individual user status. Therefore, as you've suggested, we introduce status to groups (active, not active and archived), and we make it so that users within a group will be affected by changes in group status. The only caveat on this is that we want to ensure that changing groups from active to not active doesn't impact the relative status of the individual users within that group. For example, if there are 10 users in a group (5 active and 5 not active), and the group is changed to not active (causing all 10 users to change to not active), changing the group status to active, should only activate the 5 previously active accounts (not all 10). Make sense?
