I was about to post this response in Target Process but require Morgan's input:
I think it makes sense to create a default document view for admin users without assign/approve permissions. This would mean, to see the task view of any given document the user would have to access it through the 'My assigned tasks' menu. When accessing a document via the master list, the user would see the document details form and document text as read-only.
This would prevent the multiple task issue. What are your thoughts Morgan?

I suppose this will work. My only concern is that we would inadvertently restrict people from accessing the fields they need to make the appropriate edits to complete their work, but we'll just have to ensure tasks are assigned properly and that anyone needing to make direct edits to the master lists has the necessary permissions enabled.
