Non-Active IP Access

It occurred to me that we are bypassing the ability for an admin user to deactivate an account that has been setup with auto-IP access. In the current ISLG, auto-IP access is enabled through individual user accounts, and when an individual account is deactivated, the IP address ranges associated with that account are disabled. In the new design, we are creating auto-IP access at the group level: https://projects.invisionapp.com/share/6AOHL2Q9J8U#/screens/324768948, and thus disabling such access can no longer be done at the individual user level. This is fine, because doing this at the group level makes sense, but we need to ensure such functions are built into the group setting requirements. For example, we should have some kind of enable/disable button in the group settings that allows the admin user to activate/deactivate the auto-IP access as necessary without affecting what IP address ranges are stored for that group. 

Similar, to the current system, I would expect the IP address ranges stored for that group to appear greyed out, to signify that the auto-IP access is inactive; however, the admin user should still have the ability to add/delete/edit IP addresses the in respective fields. That way they can make adjustments to the IP address ranges for inactive groups without enabling the auto-IP access.
