Referencing PDF Only Documents

As we are testing UAT on the subscriber side, an issue came up that we wanted to confirm with you. Currently, PDF only dispute documents will not be able to appear in the Jurisprudence Citator, as they cannot be referenced by other documents. They appear in the dispute document library, however they are not available to be referenced when analyzing HTML documents on the admin side.
If this is functionality that is needed, I believe this will require

and the team to plan and estimate for it as it would require making some changes to the admin side.
Please let us know the importance of this, to make a plan for it moving forward.

This is an issue. Why can't we treat references to PDF only dispute documents the same way we treat references to Non-Investment Treaty Documents?

Technically it is possible, however I believe this wasn't implemented as there weren't explicit user stories for this scenario, like there were for non-investment treaty documents for example. We can go ahead and create the necessary criteria for this, and treat it as a priority item as it seems that this is a critical issue.
