Temporary stop to create draft version automatically

Hi Melissa   and Naomi ,

Naomi, as discussed yesterday, Temporary, we have stopped to create draft version automaticlaly if all task is not completed.

You can create draft version after document is published but we have stop the method which created the draft version if we doesn't complete all tasks.

As discussed, we did this change to complete our testing process faster.
