Treaties/Arbitration Rules: Provision Descriptions

It's come to my attention that we haven't created any cards that deal with how we're going to generate provision descriptions for the articles and rules contained within Treaties and Arbitration Rules. Further to the video below, the current systems has a laborious method for identifying and ordering articles and arbitration rules within the applicable XML documents. Do we need to address this issue within the new application for the HTML documents?
We should be able to automated much of the current process, but I want to make sure we're still going to give admin users a way to customize how provisions and rules are displayed to front-end users. How do you to suggest we deal with this issue?

We have thought about this, however, you are correct that no cards have been written yet.

This relates back to my question in our meeting last week re: Table of Contents. The assumption with the design linked above is that the TOC or Provisions list will be automatically generated during document conversion.
It can then be edited and reordered as needed by the admin.

Right. I remember seeing that wireframe before. Yes, let's get some cards written, and hopefully it will give the development team direction on how the HTML conversion tools needs to be developed.
