Unassigned Highlighted Text

Further to the video below, an issue has come up concerning the highlighting of HTML text that doesn't get assigned to a particular tool. After discussions with my content team, we need to come up with a way to include highlighted text in the analyzing process without having it assigned to a particular tool. My proposal is to use the initial grey highlighted text for that purpose. When an admin user highlights the text, it will highlight the text in grey, and present the user with the option to select one of the tools for assignment. However, if the admin does not select a tool, the highlighted text will remain unassigned grey. If the user wants to remove the grey highlighting, they can go back and delete the highlight (or assign it to a tool if it is subsequently deemed relevant). Make sense?

I will incorporate this. A couple questions:
No, a similar feature is not necessary for the Subject Navigator. Also, the unassigned highlighting will be maintained when it is published, but it should only be visible to admin users (excluded from the front-end of ISLG).
