I cannot identify what is causing this issue. Everything seems fine on the admin site. All four documents were uploaded/modified in the last quarter of 2018.

I had a look as well and can't find any reason for the issue.  I checked to see if other PDF documents uploaded on the same day as those four had any issues on the Live site.  All were fine.

There is accent/diacritic character in file name due to those files can not open. we are working on it, how to handle if accent character exist in file name.

Due to some accent characters found in URL (e.x file name), the browser does not encoded properly. We have resolved this issue by encoding those accent characters.

I see now that the file name contains "Unión" instead of "Union".  Three of the four documents are loading properly.  The following did not open for me:

I have the same issue as Irit.

I thought the system could now handle French, Spanish and German characters in its file name. We always insert metadata when documents with those characters are uploaded, so users could find documents containing French, Spanish and German characters on the live site under Dispute Documents in English.

Please let us know if we should avoid those characters in the file name or not.

Nafiseh and Irit , let's ensure to incorporate the answer Harsh and Jitesh give us (whether foreign characters are allowed in the file name or not). I know we usually save file names in English without any foreign characters, but these must have been anomalies

Can we do validation like accent or special characters are not allowed in file name to avoid such issues, let me know so we do validation at the time of file upload to not allowed such characters in a filename. Please give your feedback, it is just suggestions.

OK. Thanks Jitesh . Ideally let's modify the system so that it can accept all existing documents with accents in the filename. That way we won't need to find and replace all the existing documents.

At the same, Nafiseh , is going to change the practice of using accents in filenames for all future documents, so a validation tool shouldn't be necessary.

Yesterday, We have already resolved the issue of accent characters on www.islg and dev.islg. Now you can save the file name with accent characters and it will be working fine with all new and existing files. 

We have also checked above all links which mentioned by Nafiseh and all documents are working fine on www.islg.

Please take a note that clear your cache and Load the Page with Ctrl + F5 because we have changed some code in JavaScript file.

For your reference following I have attached screenshot.
