Issue: PDF file not opening on the Live Site, Treaties and Rules tab for:

Please note: If I click “View PDF”, the File opens. There are no issues opening the PDFs here.
However, if I open the Treaty and then try to open the PDFs, I receive a "missing PDF" message.
For example, click "Mexico - Netherlands BIT (1998) and Protocol & Schedule"
The following "Missing PDF File" message appears:

Have we confirmed that active XMLs are associated with each of these documents, because I'm guessing this is the source of this issue.

It appears the documents with & in the filename are still being used. As previously reported, we need to remove these from the filenames:

Yes, I just caught that as well just now and already fixed one PDF file. I will mark this as complete.
