✔ Replace PDF viewer in Dispute Documents and Treaties & Rules

During a demo earlier this week, one of our clients with high security settings on their browsers prevented them from accessing PDF documents through the native PDF viewer in Google Chrome. As a result, we need to ensure that PDF.js is used throughout the system. I believe the only place in the system that does not use PDF.js are in the Dispute Documents:

We have used PDF.js viewer in place of native PDF viewer for both Dispute Document and Treaties & Rules on dev.islg.
