Urgent - Treaty drop down menu issue on Admin Site causing issue on Live Site (OTI/0295)

Investment Treaties that are uploaded to the Admin Site that do not yet have an XML version of the Treaty selected from the "Treaty" drop down menu (referring to Step 2 - Enter Document Into Database) should not appear on the Live Site Treaty and Rules tab.

The issue is that they are currently appearing as: OTI/0295 - ACP-EEC Convention of Lomé (1975) on the Live Site, Treaties and Rules tab. 

OTI/0295 appears at the top of the Treaty drop down menu on the Admin Site.  For a Treaty to appear on the Live Site->Treaties and Rules tab, the "Get List of Provisions" button in Step 2 would have to be selected. We have not clicked "Get List of Provisions", however OTI/0295 selection has somehow been activated.  OTI/0295 now incorrectly appears 13 times on the Live Site->Treaties and Rules tab.

OTI/0295 appears 6 times.

If you select "View PDF" from the list above found on the Live Site, the following PDF documents (that do not have an XML Treaty selected in Step 2 on the Admin Site) appear as XML "OTI/0295 - ACP-EEC Convention of Lomé (1975)" on the Live Site.

BIT/1241 Mexico - Netherlands BIT (1998) and Protocol & Annex [Dutch]
BIT/1242 Mexico - Netherlands BIT (1998) and Protocol & Annex [French Translation]

However, when I View PDF for this selection below, it opens to OTI/0295.  This is incorrect, as OTI/0295 PDF and XML are uploaded under OTHER on the Admin Site.  Not under BILATERAL INVESTMENT TREATIES (BITS).

We found the issue. The issue was the agreement is same (ACP-EEC Convention of Lomé (1975)) for all related documents for treaty type BIT & Other. Hence it was taken treaty type as per agreement data. That's why it was  dispaly  in both BIT & Other category.

We have changed the query to get the Treaty Type from document itself rather than agreement.

Please check on www.islg and confirm.

Yes, every entry under BIT and Other that were showing  ACP-EEC Convention of Lomé (1975) is currently being XML'd by CDS.

Whenever we upload a new instrument under BIT or Other (or even other categories), we were able to upload the PDF and wait for the XML to come back without its title being displayed as something else as Irit described above. We cannot exactly recall whether there was a "Select instrument" option under Treaty dropdown menu that no longer appears or  
ACP-EEC Convention of Lomé (1975)  always appeared as it does now.

Ok. That makes sense. If you upload a document to the document database and don't selected a XML agreement under Step 2, it will default to the first option in the dropdown menu, which is ACP-EEC Convention of Lome (1975). Is there any reason to upload documents into the Document Database without an XML? If not, perhaps we should wait uploading the documents until we have the XML to avoid this from happening again in the future. Alternatively, we should create an inactive placeholder in XML agreements that can be selected that won't appear in the Treaties & Rules tab until the XML agreement is replaced by the version created by CDS.

BTW: it's been a long time since these document were submitted for XML coding. We might want to follow-up with CDS to ensure these are returned promptly.

An inactive placeholder in the XML would be a good idea. 
Three of the six XML coded documents were returned today.  The remaining three were sent for XML coding last Friday.  I will follow up on them.
