Further to the video below and my discussion with
I have created three bugs in response to this.
1. In ISLG, task re-assigning, and the corresponding document state changing seemed to have been working. However, when I re-tested with the document in a different state, than previously tested in before, this seemed to not be working. I've logged that in ticket #15526.
2. In ILG the issue with re-assigning tasks to other admins has been logged under #15528
3. In ILG the issue with re-assigning tasks, and having the corresponding document state change with it is logged under #15527
