✔ tag displays within a document

I noticed a few problems with the ways the tag director is being displayed within a document. It seems the menu is getting cut off and generally it's looking cluttered. We also don't want the 'add' button to cover text. See below for screen shots.
Here are a few suggestions:
We could disable the staggering in this view since it's such a small area. This would mean that we should probably have all groups closed by default.
We could replace the 'Add' button with an icon button:
We might need the menu to overlay on top of the document, not underneath.
If we want to keep the staggering, we might want to think about truncating the text at a certain point and displaying the full label onHover.
Here are the problems I'm seeing:
Truncating the tag names is fine with me as long as we enable a hover-over function that displays the full tag name.

We have done some changes on p3lg for this task. Please review and feedback.
I tried to reproduce this but I couldn't. I checked in Chrome and FF. Can you clear your cache and check?

Please check this again with ctrl+f5. We have put scroll bar.
It looks good to me. The scroll bar appears to have resolved the issue.
However, I noticed that the tag titles haven't been truncated (with hover-over to get the full tag title). Could we implement this as well.

Truncate text seems difficult and therefore we have implemented it different way, please check if it works. Otherwise we will truncate texts.
For the purposes of the prototype, this works. Marking the to-do complete.
