✔ Accuracy of time stamp for "Last Updated" column in Dispute Documents

In the Master Lists Dispute Document page, if I create a Draft of a Dispute Document but then Discard Edits, the time stamp in the last edited Column (on the main page) will still update. As a side note, the name in the Last Edited column does not update.
This feels misleading as the published document was not modified.
Perhaps we should make the following rule. If a Draft is published or if a Published version is opened and then Saved, then the time stamp and the username should be updated.
Alternatively, if a document is opened but never saved, then the time stamp and username should not be updated
For example, Dispute Document IC/0301/05 is published. See time stamp for when it was last updated and the Updated By username.I created a draft for Dispute Document IC/0301/05 and then clicked "Discard Edits". As you can see, the time stamp updated even though I did not save any updates. The Updated By username remained the same.

Yes, it makes sense that the action of creating a draft may not be useful to trigger a change in the "last updated" column, and therefore both the date and name of the admin should change if a document has been clicked to 'update', 'save draft' 'publish' or has had analysis performed on it.
