I believe the reason why this actions menu is disabled, is because the criteria for this outlines that the arbitration rules branch shouldn't have an edit option: https://industrialagency.tpondemand.com/restui/board.aspx?#page=userstory/9673&appConfig=eyJhY2lkIjoiRUM0QzUwNTU4QzZBNUQ1NjQxRkNGNUQyM0FFRDQxM0YifQ==

The 'add peer' functionality is missing by this menu being disabled, which is a bug that I have logged here: https://industrialagency.tpondemand.com/restui/board.aspx?#page=bug/16791&appConfig=eyJhY2lkIjoiRUM0QzUwNTU4QzZBNUQ1NjQxRkNGNUQyM0FFRDQxM0YifQ==
