Further to the issue above, it appears certain Treaties (and perhaps Arbitration Rules) were not a assigned a status within the master list record, and this is preventing the documents from appearing on the Subscriber site.
When resolving this issue, let's ensure a similar issue isn't occurring across all the master lists (Dispute, Dispute Documents, Treaties, Arbitration Rules, etc.).

The above data we treated as Skip upload functionality. It means There are Placeholder data. No need of PDF & Html. Hence, We are not add any status for skip uploaded functionality in new application.
For Those data we are treated as only master entry. Hence, We are not display ant status on those data.

Understood re: skip upload functionality as most UINs without status on the new admin site are either "(citation and source)" or "(citation)." However, there are two outstanding issues.
1. BIT/0107 (see the video above), BIT/0121, BIT/0619, BIT/1025 and FTA/0037 (potentially more) should not have been uploaded as placeholder data. In other words, they do need HTML & PDF. The legacy admin site contains XMLs for all five UINs that should have been HTML'd, but the new admin site does not have HTMLs (provision descriptions seem to have migrated). Please ensure to convert the existing XMLs for the five UINs above to HTML.
2. There are approximately 900 UINs without status under Treaties. This is an issue as the lack of status prevents any of them from appearing under, for example, Article Citator. This will reduce the number of documents users can see under each instrument on the new live site compared to the legacy live site. Please see the video below.
Following-up on the above, we had a discussion on this issue, and I think there may be some confusion between the documents above and the documents that were flagged here: Re: XML Files Not available - TOLOGIX - ISLG App Rebuild. Could you please confirm that the document above have been integrated into the new application as follows:
Upload entries without HTML or PDF
Set Placeholder field to "Yes"
Set the status to "Active"
Set the document state to "Published"
Note that this a different state from the documents specified in the other to-do.

Taking a closer look a the issue originally reported above, there is a problem with BIT/0107. This document should not have been uploaded with "skip upload" functionality.
The UIN Master List specified that this document should be available in the new application with an HTML and PDF:

Attached is the updated UIN Master List where I updated column X of the five UINs listed above to either "Full XML Document" or "XML excerpts" and highlighted them in yellow. Please pull XMLs from the legacy app, convert them into HTML and upload them on the new site.
Attached below is the list of UINs that are currently missing "Status" (document state) on the rebuild admin site. I've added "Published" in column N and highlighted them in yellow where you need to add "Status" (document state). As

For issue #2 above, as we discussed yesterday, if documents have Placeholder = Yes, then their document state will be blank. Note this was an oversight in my previous comment.

Are you saying you cannot migrate BIT/0619 or you will convert the
BIT/0619 XML to HTML soon?
Also, I've tested the 4 XMLs you've converted to HTML and found an issue where I cannot view the HTML on the staging live site even though HTML is correctly uploaded on the staging admin site. Note that I could view the French version of BIT/0107 (BIT/01226) as shown in the video.
We checked and found that PDF file is loading fine on both rebuild.islg and staging.islg.
Could you please clear your cache and check again.

In UIN master list spread sheet the Type of XML document (column w) contains as Placeholder with Citation and URL.

However, both staging and rebuild sites still show many UINs with status blank, preventing them from displaying data under Article Citator.
