We need to change the field label for a hard coded field in the Dispute form from "Applicable Treaty" to "Applicable Instrument(s)"

Also, it is assumed that changing this label will automatically update any labels across the subscriber site, but we should confirm whether that is the case and make any updates as required.

We have changed meta field name for admin side on both rebuild.islg and rebuilddemo.islg.

For Subscriber side, It is hard coded field so we need to change the label in filter option and Dispute Card. We will change subscriber side also.
