Further to the video below, there is contradictory UI in Article Citator compared to other trees within the Subscriber side of the application. In the Article Citator, selecting the Treaty or Arbitration Rules takes the user to the document view; however, that contradicts the behaviour across all the other tools in the system.

Melissa and Naomi , why did we do this in Article Citator? Unless there is convincing reason why, we should change this so that it's consistent with the other tools in the system.

Note, as explained in the video, there is a link to the document view for the Treaty or Arbitration Rules immediately below when the user opens the branch, so the document view is still accessible if change this.
