As shown in the video below, HTMLs with a substantial number of tags (+1000 Unassigned tags in the example IC/0435/01), take a while to load on the HTML. Since analysts are requested to save their work every hour or so, they always lose existing highlighted tags when they come back to the HTML document (default unselects everything). I've advised analysts to not load previous tags after saving, but this problem cannot be bypassed when an admin user reviews tags directly on HTML. A long-term solution is required for this issue.
