Issue saving Display Name for Treaties Provisions.

I entered a Display Name for FTA/0041, Provision code "Chap4SecA".

I tried to click on "Save Draft" and "Save & Exit", but the Display Name isn't saved.

I have not been able to test this on staging.islg yet.
