Jurisprudence Citator entry range issue

When text is tagged in consecutive paragraphs in an HTML (under Master Lists->Dispute Document->HTML Analyze Data Capture, Jurisprudence Citator), app.islg doesn't always separate them into individual entries.  Sometimes it combines them into a paragraph ranges.  It should never combine them.

Please see screen capture below. This is Dispute Document AF/0057/01. Tagging text in paragraph 116, 117, 118, 119, 120, 121, 122 and 123 in the HTML appears as "116-123" in Analysis (Jurisprudence Citator).
