When admin users insert SN entries at the Analyze stage by highlighting HTML directly on app.islg, there is no option to select an entry as "Mark as Substantive." However, at the review stage, each entry appears with default setting as "Yes" for Mark as Substantive - it should be set to "No."

This is a high priority item that I need before I can train editors. Ideally, I'd like to add this to the current unplanned list.
