✔ No "Publish" option available under dispute documents that need to be put through analysis

The example I refer to in this to-do is AF/0044/06. I uploaded the PDF and HTML of this dispute document, and filled in all the hard coded fields. I wanted to put it through analysis to see if it works. I selected "done editing", and assigned it to the relevant people. This is the status of the dispute document:
However, in order for the users to be able to have access to dispute documents that are put through analysis (on the live site), there needs to be an option for us to "publish" the dispute document while analysis is in progress. There is no such option available for us before the final approval in the analysis process happens at which point the document changes status to published and becomes available on the live site.
I was wondering what needs to be done in order for dispute documents to be displayed on the live site while the analysis is in progress?

You should select Approve action to publish the document. Once you select Approve task then Publish button will be display beside dropdown. the press the Publish button to Publish that document.
