It is becoming increasingly apparent that the PDF to HTML converter is going to have trouble converting all the documents in the ISLG document collection. As a result, we need to make some modifications to the design that will allow admin and subscriber users access to the original PDF documents.

On the admin site, I suggest we add a tab to the Document Text view that would give the admin user access to the PDF document via Mozilla's PDF.js viewer (currently used in ISLG): https://projects.invisionapp.com/share/6AOHL2Q9J8U#/screens/324633582

Note that PDFs are not required for direct integration into the Research Tools (e.g., to display pinpoint references), because we will ensure all applicable substantive documents will be available in HTML. However, we want to ensure the original PDF is ultimately available to users.

Please ensure the requirements under the applicable users stories and wireframes are updated accordingly.
