✔ Placeholder Treaties - URLs entered in the wrong text field

I believe this is a migration issue.
For Treaties that are uploaded as Placeholders, the URL and Display name are entered in the wrong text field. There are two text fields:- Enter display name
- Enter URL
Screen capture, Staging Admin Site:
Using BIT/0160 - Austria - Mexico BIT (1998) (citation and source) as an example, you see that the display name and URL are entered in the wrong text field.

When I click the URL, it takes me to an error message page:

Further to above, it looks like we entered the data into the wrong fields. Could we please swap the data between the two fields so that the URL and display text are in the appropriate fields across all the Treaties and Arbitration Rules.

This issue is resolved on both rebuild.islg and staging.islg.
