There are 97 UINs that currently exist in the legacy app as placeholder referring to PDF XMLs. The legacy app shows the full PDF, but we didn't XML the PDF (mainly because they are not in non-Latin characters). The corresponding XML shows citation and source or citation depending on its availability. The 97 UINs below did migrate but not as placeholder documents even though the "Type of XML document" under column X of the BIT and Treaties tab of the UIN Master List (3-Dec-20) show "Placeholder referring PDF."
The UINs listed in the spreadsheet below need to be changed to Placeholders (change the toggle to Yes) on the admin site and display the same XML placeholder info that the legacy app shows, as users cannot see that info on the rebuild/staging live site as shown in the video.
Further to the video below, the issue above appears to be a problem with the application, rather than an issue with how the documents were migrated to the new application. According to the requirements, if a document is marked as a "placeholder", the Document view will not be accessible for the Treaty or Arbitration Rules. The user would only be able to view the Instrument details contained in the document card within Treaties & Rules.
However, for the "Placeholder referring PDF" documents, these are documents that have a PDF uploaded without an HTML and should accessible in the Document view, similar to "PDF only" dispute documents. For some reason the Document view is not accessible for these "PDF only" Treaties and Arbitration Rules.

Also, could you confirm that the "PDF only" Treaties and Arbitration Rules are also getting indexed into the FTS, similar to the "PDF only" Dispute Documents".
This issue is resolved on Staging.islg. And yes Morgan, We also take PDF only documents for FTS indexing and Industrial team was already checked that thing.
