✔ Problem with Article Citator filters

Further to the video below, the Article Citator filters are presenting "National Investment Law" as a filtering option when there are no entries that match that option in the Article Citator.
My understanding is that filter options would only display across the different research tools if applicable entries matched that option within the tool. Did this get missed in the requirements?
It does seem like this was missed in the requirements. It seems whenever a category is added in the Article Citator and the Publication Citator it is automatically added as a filter option, even if there are no records underneath that category. Could you confirm whether a similar issue exists in the requirements for other filters in other research tools. For example, are the options available in the Dispute Document filters based on entries that have been associated with values in the filter?
For example, I noticed that the Language filter in the Dispute Documents is listing options (e.g., Telugu) where no documents have been assigned that language:

This seems to be a regression issue as both the dispute document filters and FTS filters should only populate data that has been applied to a field within a published and active record.
I did check this scenario in FTS and this seems to only display languages that are in use by dispute documents, which is according to criteria and our discussions around these features. Please note I have moved the dispute document filtering card (https://industrialagency.tpondemand.com/entity/21446-staging-dd-greater-filter-greater-able) to done in TargetProcess. The card related to AC/PC categories for front end filtering is still in progress.
