Further the the video below, there is a problem with the Content & Publishing permissions on the admin site. If Admin users have "Manage Meta-fields" permissions enabled, they should have access to "Manager User Values"
I think in this case it's important to make the distinction between meta fields and user values.
User values are created based on user data and/or sign up information and are not used or managed anywhere else in the application. The 'Countries' list is not at all tied to the countries master list for example.
That's why the permission for Manage User Values is tied to Manage Groups and users.
Let me know if you still feel this needs to be changed.
