In app.islg, I am not able to reorder branches under NAFTA. I have not been able to test this in staging.islg yet.
Under Master Tree and Reports, Article Citator, I have the "Reorder Branches" set to "yes" but I'm not able to drag and drop NAFTA related branches.

The requirement for all Master Tree (Except SN) that we are just recording the main category. It means only First level category we can reorder.

I see - so the reordering tool can only be used for headings.
If we need to rearrange NAFTA according to the legacy site, is this something only your team can do?

Further to the comments above, is this correct? Is there another way for us to manually override the alphabetical order and reorder Treaties and Arbitration Rules within the master trees?

The comments above are correct, just the highest level of the citators is available for re-ordering, with the exception of the SN where we implemented the ability to manually 'move/copy to another branch'.
It may be a significant change to include something similar within the Article Citator and might be worth investigating how much work it would be to include legal instrument branches in the re-ordering feature.
