Publication Citator does not contain any data on the rebuild live site.

However, when I checked a few UINs on the rebuild admin site (Analysis List) as well as the publication citator on the Master Tree and Reports, I did not see any issues.

Could you show whether there is Publication entries in the master list and relevant Analysis data referring to such entries in a dispute document that should have generated an entry in the Subscriber site? Is this a data issue or an application issue?

It seems to me that it is an application issue that is also affecting the data appearing on the live site.

Similar to problems reported here: 
data in the Publication Citator is not appearing on the Subscriber side of rebuild.islg.

Please let us know if we need to report this as a bud on TargetProcess.
