Can we consider as UIN Master List Sheet as final sheet to filter the Type of XML Document data (Column W) ? 

We can convert only following 2 type XML in to html.

Yes, that's correct. Here is a copy of the UIN Master List with the relevant documents filtered by Column W (Type of XML document) in the BIT and Treaties tab and by Column R (Type of XML document) in the Arbitration Rules tab:

There are 544 documents under BIT and Treaties and 37 documents in the Arbitration Rules tab that will require XML to HTML conversion.

Correcting my previous comment, please ensure the report provided by Harsh covers all the placeholder documents within Treaties and Arbitration Rules as of December 3rd.

Harsh 's report (XM_Document_List_03122020.xls ) contains all placeholders documents within Treaties and Arbitration Rules plus the five instruments that should've been HTML'd from existing XML (BIT/0107, BIT/0121, BIT/0619, BIT/1025 and FTA/0037) as mentioned here: Re: Certain treaties missing status indication on rebuild admin - TOLOGIX - ISLG App Rebuild. It covers "Placeholder with Citation and URL" and "Placeholder with Citation and no URL" as Type of XML document under column X of the BIT and Treaties tab of the UIN Master List (3-Dec-20).

I've posted a related issue as a separate item under ISLG Migration Feedback: "Placeholders referring PDF" did not migrate as placeholders  - TOLOGIX - ISLG App Rebuild.
