I'll create a DevOps item for this. A few questions:
Do we have a need to display multiple messages? Based on your screenshot above, it looks like Legacy offered that.
Where/when do we need to display the message? Before or after login? Do we want the option for both?

2. Any message that I think should be displayed after login. When we will be "offline," a message to let any visitor know that we're under maintenance would be nice, but I can live without it for the time being if it's too complicated.
