✔ Remove need to delete excerpts that have not been assigned

Further to the video below, it is cumbersome that an admin user needs to delete an excerpts even though it hasn't been assigned to anything. This should be resolved by one of the following:
- If technically feasible, make it so that an excerpt is discarded if the user selects anywhere else on the page. Ideally this would mean that an excerpt is not created until an admin user selects on of the assignment options (see second video).
- If the first option is not technically feasible, remove the second prompt to confirm whether the admin user wants to delete the excerpt in circumstances where the except has not been assigned to anything.

I do believe this was discussed with DevIT when the tagging feature went through UAT, however I wasn't able to find a record of bugs logged regarding this, so I've logged it at the above link and assigned it to DevIT.
