When admin users insert a SN entry under SN Master Tree on app.islg admin site, only one type of range tagging is saved: either a paragraph range or a footnote range. Admin users need to be able to save both paragraph ranges and foot ranges within one entry. Currently, this is not an issue when a SN entry is inserted directly through HTML.

This is a medium priority item that could wait until the next sprint starting August 24th.
