A Treaty Provision appears on the Rebuild Admin Site, Provision List but does not appear on the Rebuild Live Site, Research Tools, Article Citator, Provision/Rule References.
BIT/0276 - Czech and Slovak Federal Republic (Czech Republic and Slovak Republic) - Germany BIT (1990), Protocol and Exchange of Notes [English translation] - "Generally" appears on the Rebuild Admin Site, Provision List. The Article Citator Display checkbox has a checkmark.

However, it does not appear on the Rebuild Live Site, Research Tools, Article Citator, Provision/Rule References.

Note: I could not check to see if BIT/0276 "Generally" appears on the Rebuild Admin Site, Master Tree and Reports, BITs as it is missing from this section. I have reported this as a separate To-do.

This issue is resolved on both rebuild.islg and staging.islg.
BIT/0276 appears on the rebuild and staging Research Tools, Article Citator, however it takes over 5 minutes to open. This is an issue.
