✔ Unable to create new Terms & Phrases when adding words contained in an existing entry

I am experiencing an issue where I am not able to create T&P when adding words contained in an existing entry. I was trying to add "foreign" as a new T&P entry, but as there is an existing entry with the word "foreign" i.e. "because of foreign control", it does not allow me to create "foreign".

If I want to create a word that does not exist in the T&P, I am able to create a new entry. I am wondering if we could resolve this issue.
