This to-do is from Re: Problems with Group Manager activation - TOLOGIX - ISLG Maintenance. Further to the video below, an automated activation email is not sent to the user if the account is created in the admin site while adding it to a group. Note the copy on the activation email should be the normal activation email.

The activation email looks good. However, I think I've pinned down the problem for why I'm not receiving the activation email as outlined in the video above. It appears that system is blocking the activation email from being sent if the user account uses the same email used for a previously archived account. We've altered the settings to ensure an account with the same email can get setup, but it doesn't look like we've carried that through to the activation emails. Please remedy this issue, which hopefully should resolve the issue for this to-do as well: Problem with creating user account, adding to group and assigning user as group manager - TOLOGIX - ISLG Maintenance

We have resolved above issue regarding user account uses the same email used for a previously archived account on dev.islg. Please check and confirm.

I can't seem to create a new user with the same email as an archived/deleted user through the admin panel.

I created and activated rknuth+0604-2@industrialagency.ca, then archived and deleted it. After this I attempted to create a new user with rknuth+0604-2@industrialagency.ca, but I received a "This email id is already exits." message in the admin.

The system should allow me to do so, correct?

The issue appears resolved for me, and everything is working well. I can create accounts with the same email address (as long as the other accounts are archived), and I'm receiving the correct activation email. Could you please retest your results.
